Abstract: The material presents and analyzes the main part of the measures related to overcoming the problems in the field of social security, as one of the main directions forming the policy of Bulgaria, for impact on the mortality rate of the population. During the period 1879 – 1912, over 50 normative acts were adopted, which outlined measures for the implementation of the policy related to the social security of the population. Measures taken at that time in this area laid the foundations of social security in the country thus forming the general essence of the policy pursued by the Bulgarian rulers, aimed at improving the life of the population inhabiting the country and reducing its mortality.
